Pre-selling Condominium Buy and Sell: How to?

Wondering how one  can make some moolah with buying pre-selling condominiums on terms payment? I heard some people do this scheme and that its legal.

have you heard of Central Park condominium in Pasay? before it was being sold at pre selling price of P390T for a studio type unit.An investor get 6 unit for an installment basis.At that time the condo was being offered at 20% downpayment payable in 2 yrs while it is on construction and will be available or RFO in 2 yrs.The investor have those units 20% dp in 2 yrs then a mnthly amortization of P3,800 for 15 years for each 6 unit he buys.After 2 yrs which he finished paying for the dp, he will then start for the monthly amortization of P3,800, and since its ready for occupancy he have those units rented at P5,000.He just pay for the dp then earn from its rent and soon it will be owend by him thru the rent.
