Are sales of a PEZA Registered company subject to output VAT

I just would like to ask if the sales of a PEZA registered company are subject to VAT. Also, can they recognize input taxes on purchases? What is the point of recognition? Is it upon purchase (receipt of billing/invoice) or upon payment?

According to a source I found online, www.punongbayan-araullo.com, "Under RMC 74-99, all purchases by PEZA-registered firms from local suppliers located outside the economic zones are subject to an automatic 0% VAT."
